Most cars that I have seen can be updated by the owner buying a disc or a chip of new maps.

Like a new smart phone.< My vehicle has user-upgradeable software in the telematics system, and my smart phone has user-upgradeable software. The smart phone has updates automatically pushed to it by the manufacturer, in fact mine upgraded yesterday.
