HIT THEM IN THE WALLET!!!!!!!!!!!if there are warning signs and people ignore them, they should have to pay the cost of our police and emergency services rescuing them. sometimes you have to hit people in the wallet before they pay attention. we have major flash flooding in central texas. many years ago, a couple of idiots thought it would be a great time to go down the creek in their inner tubes (safe river tubing is a great past time in the TX heat). police, ems & rescue helicopters all came to their aid, and they lived. BUT, since warning had been announced on TV and radio, these fools got to pay the $7,000+ cost of rescuing their butts. haven't heard of this problem happening since then.
Only problem is with low water crossings is barricades can not be put out quick enough to keep the fools from driving thru. you have to know your surroundings, if you don't, don't take any chances. you not only jeopardize yourself & your family, ALSO those first responders called to rescue.
i was amazed when i heard of an app responders use to judge how far away washed away auto would be (to look for them) based on the cubic inch water flow/speed in a flood. instead of looking close to where they left the road, they would be able to tell other responders to look yards or miles down these creeks for the washed away autos/people and set up rescue lines.

Too often politicians pass new laws as a quick and easy way to handle problems instead of actually trying to figure out a real solution. There will always be people who think they are special and therefore don't have to be considerate to others or just don't think the rules are meant for them. New laws can not be implemented because of this one percent of the population. That's why we have so many laws that cause more anguish to the majority of the population the follows the rule and tries to be considerate of other people than it does to those who don't. Most of the time those people do not care if it's a law or not, they still do what they want when they want to do it.

There are idiots breaking the law on a daily basis......running red lights, stop signs, and pulling out of strip malls and gas stations without stopping. Sometimes it happens when police are watching. Maybe we need new policemen.

Good law and good luck Pennsylvania! I can't wait to hear how this is 'needless government regulation' from the Republicans on this site.

In Arizona, we call this exactly what it is, The stupid motorist law. I'm not sure if that is the official name, but that is what everyone calls it, including all the news stations.

Pennsylvania implements law to keep motorists from harm's way? This law and fine is required to keep the big tire, 'I can go anywhere' Ford 4-wheel drive pickup from doing the obvious with flooded streets, roads and bridges. Keep the emergency responders safe from any and all Darwin Award candidates! It's another case of 'Thinning the Herd!' Whatever the size or shape of the vehicle, Produce and ‘Drive’ vehicles with high MPG, are very safe, reliable, have a ‘reasonable’ cost and a good ‘value’ for the money. The price of fuel at the pump is too high! 12/22/2012!
